TOWN OF
Council members present were Ronica McCoy, Richard Ells, Keith Wharton, Fred White, and Katherine Shearer.
The meeting was called to order by Mayor Darcy Linklater.
Previous meeting minutes were approved as read.
Councilman Fred White made a motion to approve the minutes as read.
A correction was made by Darcy stating that the building that will be taken down is an old house and not the wash house.
The Water Bacteriological Analysis was satisfactory for the month of May.

A building permit from Keith and Sue Wharton was brought to the council to be reviewed and approved. The council looked over and discussed the permit. Councilman Keith stated that pertaining to our pre-building permit; if we don’t have set rules to follow, we would then have to follow Dayton’s or the county rules. That is why we need to be pro-active and have our own plan and rules in place.
Councilman White stated that he liked how the new permit from Wharton’s had the right information Darcy stated that Jeramie Phinney said anything over 120 sq. ft. you would need a permit.
Council person Ronica made a motion and Rich Ells seconded it to approve the pre-building application permit submitted by the Wharton’s. The city will keep a copy.
Darcy stated that several contractors that are bidding on the BPA lines and they will need water from a standpipe. They would like to set up a tower and their own water supply tank. Darcy thought it would make sense to set this up at out Well Site #1. Then they wouldn’t be using chlorinated water and using out of this well which would not tie up our main well and would give a faster fill. We would have to put a meter on it. It would be great if the contractor would put in a pad, drain and all the extras. We would have to check into the Tucannon Ranch agreement of using this well. Also Fred stated that it was close to the school and park. It would make the truck traffic heavier in that area. Keith stated that there are lots of pros and cons with this. Our main well would have to be revamped. A contract would have to be drawn up and we have to see what the contractor would help us with.
Ronica asked about our Kellogg Bridge getting worked on and if anything was heard about this from the county. The Mayor said that he knows that they are still planning on working on it.
Darcy stated that we should rebuild the meter on our well and standpipe. On the pump the top check valve needs to be replaced.
It shows that so far everyone has been pretty good about writing down their water useage at the standpipe.
Mayor Darcy stated that Floyd Wildman said we are computer less right now. A new computer will be about $1,000. This will be the second replacement computer since we started the sewer. Ruth stated we need to replace this as soon as possible.

Ronica stated that we should send out some letters to property owners about high weeds that they need to take care of this or the city will do it. There are about 3 landowners that she knew of. Fred said we need to make sure the city’s is mowed up before we send out letters. Fred also brought up the fence not being moved yet in the alley. We also need to look at the right-a-ways of excess debris. Put in water bills and, or, do a letter for weeds and debris on right-a-way and weeds on lots. Mayor Darcy said that he and Eugene will be driving around town looking at some problems spots.
The Jordon property, #12, was discussed of how long ago the Water and Sewer bill has not been paid?
Katherine stated that people parking in alleys was discussed. This is city property but people are using it to park in. Sue Wharton asked if property owners could have the same right such as the alley through Wildman’s that has a sign of no thru traffic. Katherine said this was a verbal agreement made years ago. Sue asked if this is fair.

The council read and discussed the request from Nadene Shearer asking for a vacation of a street behind her property on Tucannon Street. Mayor Darcy stated that we need to make a decision on Sharon Shanties’ request before acting on this request.
The council discussed the property that the dike is on.
Darcy commented that he thought the town is looking real

Katherine asked Darcy if there was any word from Steve Martin about monies for a set back levee.
Darcy asked Katherine if she heard anything from Mark Lanning. He stated that Dave Jones is working on the levee behind his house.
Ronica asked about Doug Eisenrich moving his fence in the month of June. Darcy stated that it looked like maybe he was getting ready to move it.
The bills were looked over and discussed.
Treas. Report read:
Councilman Richard Ells made a motion to pay the bills. Was seconded by Councilman Keith Wharton. Motion carried.
Katherine reported that the restaurant should be pumped about every 3 years. We need to be thinking about putting in a certain grease trap at a different spot for this tank. We need to specify a different method of putting in grease traps.
As there was no further business the meeting was adjourned. Motion carried.
