Council members present were Katherine Shearer, Ronica McCoy, Richard Ells and Keith Wharton. Fred White

 

 

The meeting was called to order by Mayor Darcy Linklater.

 

Previous meeting minutes were approved as read.

  Keith made a motion and Ronica second to approve the minutes as read.

 

The Water Bacteriological Analysis was satisfactory for the month of April.

Mayor Linklater reported that an org. is looking into putting a  straw pulp mill on the Dickenson land down close to the Lyons Ferry Grain elevator.  They wanted to know if the Town could furnish any water to them.   The city will have to look into this if they continue with the project.  The Clerk stated that a previous proposal from another agency was for 100 gallons per minute.

 

Councilperson Shearer purchased a back-pack sprayer for the Town.

Mayor asked to get a Price for Nutra-Sol for a tank cleaner.

 

Mayor stated that there is a wedding coming up and has asked Eugene to be working on the Bell Park.  Fred stated he heard a rumor of a bike rally that weekend and they could camp on Mort Bishop lots next to restroom in need be.

Jill reported that the Rodeo Grounds will be mowed and available for the weekend of  the 21st.

 

The Mayor reported that their might be a battle of the bands and maybe could use the Rodeo Grounds in Sept.

 

Darcy reported that Verna Foley will take down the (wash-house) on Baxter Street.

 

Councilperson Ronica stated that she and the Clerk are working at putting in for a grant to copy files for the state.

Katherine Shearer questioned Ronica of our web site with the minutes on it.

 

Councilperson Ronica stated that she looked through the proposed building permits provided by Councilman Keith Wharton and liked them.  They are the same permits that Dayton would ask for.  It is a template of what should be asked and would be a replacement for our existing pre-building permit which is too simple with not enough information provided.  Keith feels the new guidelines would avoid a lot of problems that might arise at a later date.  The County planner approves of this also and will support us if we put out these new permits for building and will enforce what we want.  Sue Wharton stated that maybe the city needs to charge a permit fee for this.  Pros and Cons of this new permit procedure were discussed.  LaDonna stated that she thinks this could cause a lawsuit to arise.  Mayor stated that Councilman Wharton would be qualified to approve or disapprove of permits before it goes to the county.  Ronica was in favor of approving the proposed permit which includes a check list of what people need to get a permit approved.  Sue reported that the Growth Management Comprehensive Plan is getting close to being completed and will want the council to approve it.  There will need to be public meeting on this plan.  Ronica made a motion to adopt the new permit which Wharton put together which includes the check lists.  Katherine seconded it.  Motion carried.  Permits attached.  Keith reported that the lean to that Doug Eisenrich just put up on Second Street, was built on a lot line which the county didn’t approve.

 

Sue asked where the remainder of the monies from the bike club be put.  Idea was to put up a community bulletin board.  There was discussion of the best place to put it.  Katherine will bring a plan for a bulletin board at next meeting.

 

Naedene Shearer stated that she put in a couple of RV, rental spots on her lots by the old school.

 

LaDonna asked to vacate the alley behind her house or for the city to maintain it as there are a lot of weeds that need to be mowed.  The Mayor stated that; we will take a look at this.

 

Katherine stated that Weatherspoons septic stays too full.  The tank sets lower than the line.  We need to put more vents in around town.

 

The Clerk asked council to sign a cemetery deed for Duane and Marilyn Lockard.

 

Clerk reported that David Tyz with Evergreen Rural Water has just about completed our Water Plan that’s mandated that we need to have in place.

 

The bills were looked over and discussed.

  

Treas. Report read:

 

Councilman Fred White made a motion to pay the bills.  Was seconded by councilman Richard Ells.  Motion carried.

 

Katherine discussed of approving a set back levee improvement grant from the Salmon Recovery Board.

 

The Filing Period  for council and clerk is,  June 6th thru the 10th..

 

As there was no further business the meeting was adjourned.  Motion carried.

Vouchers #3261 – 3279, totaling $4,959.77 were approved and paid on 5/10/11.
