Council members present were Ronica McCoy, Richard Ells, and Keith Wharton.
Absent were Katherine Shearer and Fred White
The meeting was called to order by Mayor Linklater.
The minutes of the previous meeting were approved as read.
Citizens present were Doris Matheny, Verna Foley, Sue Wharton, Ginger Snow and Eugene Sutton.
Doris Matheny was here and brought in a sworn statement stating that a rock thrown from the city mower hit a windshield on Mace’s Convertible (car) and cracked it.
The town’s main water pump went down and we had to purchase a replacement pump.

Mayor reported that there were some corrections that Councilperson Shearer sent back to the Hazard Mitigation Plan. The council needs to look at the changes.
Darcy reported that we also need to proceed on the levy permit from Tom Shurm.
The 19th of November; we will find out about getting grant for the City Streets to resurface.
The Animal control in the town was discussed. Councilman Keith would like the town council to adapt some new rulings on controlling problem animal issues. We also have a problem with dogs going to the bathroom in the east park. The Co. Co. Sheriff’s office has asked the council to revamp our dog ordinance so that they can help us better with problem animals. Ronica brought a revision of the dog ordinance. We will table this again till next meeting.
Eugene has went in and got his first phase of Hep Shots.
The Clerk stated that the council has to approve the Mayor Darcy Linklater to be on the Banner Bank account. Richard Ells Made a motion and was seconded by Ronica to have the Mayor Darcy Linklater on the Banner Bank Investment along with Sterling Savings Bank. Motion carried... .
The Water Bacteriological Analysis was satisfactory for the month of August.

The fence in the alley was discussed again and no action has been taken yet by the landowners to move the fence.
The mayor bought primer for gene to get started on the city hall window trim.
Keith gave the council a bid to redo the wood around the windows on the city hall.

The Mayor reported that Tom freeman has changed his mind and won’t bury his wife’s ashes until he dies and his ashes are buried.
Mayor asked the council if the sewer rates need to be raised. Councilperson Shearer is supposed to be working on this. Mayor is concerned that if we don’t start the proceedings before too long it will be too hard to be catch up on our funding. The clerk reported that he State Auditor recommended that we raise our sewer rates after our last audit. We need to proceed with this . Keith asked how we go about this as he knows some people can’t afford a big jump.

Bills were looked over and discussed.
Richard Ells stated that he has noticed a lot of traffic on Main Street has been speeding lately.
Councilperson Ronica McCoy made a motion to pay the bills. Was seconded by Councilperson Richard Ells. . Motion carried.
As there was no further business the meeting was adjourned. Motion carried.
