TOWN OF
Council members present were Keith Wharton, Ronica McCoy & Richard Ells.
Absent – Fred White & Katherine Shearer.
The meeting was called to order by Mayor Darcy Linklater.
Previous meeting minutes were approved as read.
Councilperson Ronica made a motion to approve the minutes as read. Councilman Keith Wharton seconded it. Motion carried.

The Water Bacteriological Analysis was satisfactory for the month of June.
The clerk reported she took water samples for Nitrate, Lead & Copper in July.
The Mayor brought up the discussion of Doug Eisenrich’s fence in the alley which he still hasn’t moved.
We need to set a date either 30 days or Ronica would like to just give him 15 days.
The majority council was in favor of the 30 day notice. Ronica made a motion and Rich Ells seconded it to send Doug Eisenrich a certified letter advising him that he is in violation and needs to move his fence. Keith stated that we need to be prepared to follow through if he doesn’t move it.
The revised 6-yr street plan for 2012 - 2017 was looked over and discussed.
Ronica made a motion and Keith Wharton seconded to adopt the resolution #101-12, 6-Year Street plans. Motion carried.
Darcy reported that a grant was available from the State Dept. of Ecology to have an alternative plan for burning our brush and leaves (yard waste) Darcy is working with Co. Co. Eng. Drew Wood to put something together as it has to be in by the end of August. Ronica would like to see us put in for our own grant for this.
It was discussed if our City hall is in compliance for handicap accessible.
We think it is.
Well #1 usage was discussed. Tucannon Ranch has the lease on it. John Wood suggests that we wait and see what some contractors would want. Before we could install a standpipe we would need to amend the lease agreement with the Tucannon Ranch. Tucannon ranch has repaired the pump and well so that they could use it.
We will review this lease agreement and follow up at a later meeting after we hear from a contractor.
Darcy reported that he is going to a roundtable meeting on dike vegetation and variances on August 5.
Ronica discussed the plans for a community notice board. Councilperson Shearer was going to look into this. It was discussed about attaching it on the restroom. Councilman Wharton stated that he would proceed with getting a plan together for the board. Put a plaque up stating that this was built from proceeds from the cycle club. Councilperson Ronica made a motion to do this. Keith seconded it. Motion carried.
Alley behind Shanties’ barn was discussed again. They have permission to use the alley for her garden spot but they can’t put any structure on it.
Sue asked if we followed through with what Co. Co. wants to re-do our contract for them to inspect our building permits. The council stated that we have.
Darcy reported that he and Eugene did some mowing up by Perkins.
Send a letter to Barton about weeds and Fire Hazard.
Ronica stated that we should talk to Kay Hickie about using her cycle mower. Keith said maybe we should just rent one when we need one.
Sue asked on the maintenance of alleys and right-a-ways of who is responsible for this. The city or landowner. The way it is now it is up to the landowner and if they can’t they can ask for help.
It was discussed that there needs to be a few more street signs put up.

Treas. Report read:
Hd Fowler sent the mayor a bid for a meter replacement and check valve with flanges and parts at our pump house at $2,883.28 just for materials. Labor was not included.
Doyle Electric also will give us a bid.
It was discussed how good Doyle treated us in the past.
Keith stated that he is putting in a new water line. He would like to see the meter box
raised. He will coordinate with
John Woods said if the city rents a mower to mow a few lots in town that Tucannon Ranch would be willing to help share the cost of this.
Mayor Darcy reported that they worked on the sewer line starting at Tucannon Street between Front and Main Street and it needs more work as the truck traffic is causing a sinking problem.
Ronica stated that there is a sink hole appearing in her
street and wants
Councilman Ronica made a motion to pay the bills. Was seconded by councilman Richard Ells. Motion carried.
As there was no further business the meeting was adjourned. Motion carried.
