Council members present were Ronica McCoy, Richard Ells, Keith Wharton, and Fred White

& Katherine Shearer

 

The meeting was called to order by Mayor Darcy Linklater.

 

Councilperson Ronica McCoy made a motion to accept the minutes as read.  Councilman Richard Ells seconded it.  Motion carried.

 

Guest’s present-

Citizens present- Sharon Shantie, John Wood and Sue Wharton

 

The Water Bacteriological Analysis was satisfactory for the month of November.

 

Sharon stated that they want to put up a fence and wanted to know what guidelines to follow.  Council person McCoy stated that we follow Columbia County building codes. No one can build a fence higher than 6 feet or they would need a permit.  Councilman Wharton stated that you need to maker sure you know the boundary lines and heed the set back rules also  Sharon stated that she talked to Randy Barton about the width of alleys.  He stated that there were 2 alleys that were 10’ wide in the Blackman’s Addition.

 

The 2012 budget was looked over and discussed.  We will operate on a $4,111

reduced amount difference from last year. Budget 2012, page 7 is attached.

 

Ronica McCoy made a motion to accept Ord#159, adopting The 2012 Budget. Councilman Wharton seconded it.  Motion carried.

 

A Lien for Water, Sewer and Garbage Acct. #12, on the Jordan Estate was looked over and discussed by the council. Fred made a motion to approve applying the lien through the county.  Keith seconded it.  Motion carried.

 

Darcy reported that he talked to Mark Lanning and together they looked over the dike.  Mark stated that he would get the dike trees taken down for $2,000.  The land owners can get the wood.  There will be a visual inspection done by the Corp. of Eng. when we get it done.  Tom Shurm said he will look into a spray that would be fish safe and kill bushes and weeds for us.  Mark said he would take the tree down in front of Randy Gentrys for around $150.  He said he would come in February. 

 

Katherine asked about the grant we received through the county.  Darcy reported that the County will absorb the 25% co pay that Starbuck would have to come up with.

 

Katherine talked about the front street on the southeast end, which we should put in a drain for rain and snow runoff to keep water from pooling.

 

Darcy reported that we have some repair issues on our sewer system but we are getting them taken care of. 

                                               

The bills were looked over and discussed.

  

Treas. Report read:

 

Councilperson Richard Ells made a motion to pay the bills.  Was seconded by councilperson Ronica McCoy.  Motion carried.

 

Mayor Darcy stated he has been loaning his cycle mower to the City for weed mowing right-of-ways and the sewer plant; so he asked if the city could pay the maint. Cost on it to be repaired.  No one opposed of this.  All the council agreed to this. It was discussed that the weed upkeep should be done by the Town of Starbuck. .

The council discussed if there should be a contract for future use.

Fred made a motion to pay for these repairs and to reimburse Katherine Shearer a drill and a pump that was used in the sewer department.  Keith seconded it.  Motion carried. 

 

It was brought up that the council needs to resend Doug Eisenrich a letter about moving his fence off the alley way.

 

Look up how much money we have left in our bike fund.____________

As there was no further business the meeting was adjourned.  Motion carried.

 

Maintenance person Eugene Sutton reviewed the safety manual.

 

“I, the undersigned, do hereby certify under penalty of perjury that the claim is a just, due and unpaid obligation against The Town of Starbuck, and that I am authorized to certify to said claim.”

 

 

Vouchers #3408 – 3430, totaling $10,516.67 were approved and paid on 12/13/11.
