Council members present were Ronica McCoy, Richard Ells, and Keith Wharton

Absent – Fred White, Katherine Shearer

 

The meeting was called to order by Mayor Darcy Linklater.

 

The minutes were accepted as read.

The Water Bacteriological Analysis was satisfactory for the month of October.

 

Our Sanitary Survey Report was discussed and the council felt pretty well with the out come.  David Tyz with Evergreen Rural Water has helped us a great deal to get ready for this survey.

 

A new Safety Manual was looked over and discussed.  We will discuss this at our next meeting after reviewing it more.

 

Mayor Darcy reported that the Sewer line behind our restroom had a bent pipe in it which they replaced, releveled and backfilled. So far everything seems to be working well as there has been a problem there since it was installed.

 

The council was all in favor of sending a letter to the main post office in Seattle concerning the proposed closure of our Post Office.

                       

Resolution #102-12 was looked over and discussed

 

Councilperson Ronica made a motion to increase the tax assessetion at 6% Motion died.

Councilman Richard Ells made a motion for an increase of 3% Keith Wharton seconded it.  Motion carried.

 

Ordinance #158 was looked over and discussed.

Ronica made a motion to accept Ord#158, adopting Alley and Right of Way Usage.  Richard seconded it.  Motion carried.

 

The Preliminary 2012 Budget was looked over and discussed.

 

REA will increase our electric bill from 8% to 12%.

                                               

The bills were looked over and discussed.

  

Treas. Report read:

 

Keith asked if there was a fee for a reconnect to a water meter as he put new water lines in his home and reconnected to the city water meter which entailed our maintenance person to put in hours.  At this time there is no fee.  The council stated that this is something that they need to revamp on our water ordinance for future projects like this. 

 

Floyd Wildman’s resignation as Sewer Maint. was discussed. W e need to advertise his position. 

 

Councilperson Ronica McCoy made a motion to pay the bills.  Was seconded by councilperson Richard Ells.  Motion carried.

 

As there was no further business the meeting was adjourned.  Motion carried.

 

“I, the undersigned, do hereby certify under penalty of perjury that the claim is a just, due and unpaid obligation against The Town of Starbuck, and that I am authorized to certify to said claim.”

 

Vouchers #3388 – 3407, totaling $6,242.94 were approved and paid on 11/08/11.
